The Quiet Spread of Government Cameras Across America
Across the country, city councils and local governments have been approving surveillance technologies that most Americans never voted on and rarely notice until they are already installed. Automated license plate reader systems, most notably those produced by companies like Flock Safety, are now embedded into neighborhoods, traffic corridors, and residential entrances in thousands of cities.
These are not traditional security cameras mounted on government buildings with clear signage. These systems are designed to continuously scan, store, and catalog license plate data, vehicle characteristics, travel patterns, and timestamps. Every passing car becomes a data point. Every routine commute becomes a recorded movement.
Supporters argue these systems help solve crimes, recover stolen vehicles, and provide investigative leads. City councils are often told the cameras are passive, neutral, and narrowly focused. Contracts are frequently approved with little public debate, sometimes bundled into consent agendas or police equipment renewals that avoid scrutiny.
Civil liberties organizations warn that this creates a nationwide network of mass surveillance that tracks innocent people without suspicion or warrants. Data retention policies vary widely. Access rules are often unclear. Interagency sharing with federal authorities has occurred in multiple states, sometimes without city councils fully understanding how far the data travels once collected.
The question is no longer whether surveillance is expanding. It is whether citizens were ever meaningfully asked if they wanted it.
North Carolina and the Local Government Blind Spot

Local control matters only if citizens are informed and consent is real. When technology is adopted faster than public understanding, accountability erodes.

This is not an argument against law enforcement. It is an argument against unaccountable government power. A Constitutional Republic survives only when power is restrained, not when it is automated and scaled without limits.
If these cameras are truly necessary, then transparency should not be feared. If data collection is justified, then strict boundaries should be codified. If liberty still matters, then citizens should not be treated as suspects by default.
Technology does not erase constitutional principles. It tests them.
The question North Carolina and the nation must answer is simple. Are we still governing with the consent of the people, or are we managing them through invisible systems they never agreed to live under.
