North Carolina has committed $25 million in public funding to help bring an international military sporting event to Charlotte in 2027. But a newly detailed investigation raises questions about how the money was approved, whether past spending problems were adequately addressed, and how much more taxpayers could be asked to contribute.
The 2027 Military World Games are scheduled for June 25 through July 4, bringing military athletes from participating nations to compete in international sporting events.
The games could create opportunities for tourism, business activity, and international relationships.
But the latest investigation by The Assembly, updated October 22, reveals why the financial arrangements deserve examination.

A $25 Million Appropriation with Conditions
North Carolina lawmakers approved $25 million for the Military World Games through House Bill 268, enacted as Session Law 2026-61.
The appropriation is divided into two parts.
The first $7.5 million is designated for reserving facilities at the University of North Carolina at Charlotte.
The remaining $17.5 million is contingent upon the organizing committee meeting specific requirements, including participation commitments from at least 50 countries representing 7,500 participants and obtaining a qualifying federal security designation.
These are conditions established in the legislation, not optional promises.
The Department of Commerce must also report on the use of the funds to the legislative Governmental Operations commission.
Money not spent or committed by June 30, 2028, must return to the General Fund.
The distinction matters. The entire $25 million has been appropriated, but that does not mean every dollar has already been paid to event organizers.

Previous Audit Findings Complicate the Picture
The Assembly’s investigation identifies previous state funding provided to athletic organizations connected to two central event planners, Ike Belk Jr. and David Koerner.
According to the investigation, state lawmakers have committed approximately $80 million to organizations associated with the pair, including the new games allocation.
A prior state internal audit of a $25 million award to the U.S. Performance Center found that roughly one-quarter of the award had been spent improperly.
The reported findings involved expenditures such as payments to a related for-profit business, tax penalties, a political organization’s charitable donation, and other questioned expenses.
Auditors also identified problems involving spending reported by an affiliated nonprofit.
Those findings concern earlier grants. They should not be confused with proof that the 2027 games appropriation has already been misused.
But a documented history of questioned expenditures warrants careful oversight of future funding.
Public agencies should establish what corrective actions were required, whether previous issues were resolved, and how future grants will be monitored.

Charlotte Could Face Another Multimillion-Dollar Request
The state’s $25 million is not necessarily the end of the public funding discussion.
According to The Assembly, organizers previously reduced their requested contribution from Charlotte to approximately $16.5 million.
That proposal included about $4.5 million in direct support and as much as $12 million in in-kind city services.
The proposal had not been approved at the time of the reporting.
A formal presentation is expected in November.
Supporters say the games offer an opportunity to bring military athletes and international attention to Charlotte.
An economic impact study prepared by researchers at the University of South Carolina estimated approximately $160 million in local visitor spending, alongside additional event-related economic activity.
But estimates of gross spending are not the same as independently verified net benefits to taxpayers.
City officials must consider security, traffic, public infrastructure, and the cost of services that might otherwise be used elsewhere.
The planned competitions can be worthwhile without automatically justifying every proposed expenditure.

Why the Legislative Process Matters
The $25 million appropriation was included in a budget technical corrections law rather than being awarded through the state’s Major Events, Games, and Attractions Fund.
That existing program includes its own application and evaluation requirements.
Using a different legislative funding mechanism is not, by itself, evidence of an unlawful appropriation.
It does raise a legitimate policy question about whether similar projects should face comparable financial review standards.
Lawmakers who support the games point to participation and security requirements attached to the funding.
Critics, including some state lawmakers and local officials, question whether the commitment has received enough scrutiny.
Both considerations belong in the public debate.
What matters is whether taxpayers can inspect the contracts, identify the recipients, understand the conditions, and determine what North Carolina receives in exchange.

Celebrate Our Service Members, Protect the Taxpayers
The Go Right with Peter Boykin Perspective
I support our service members, veterans, and the opportunities that international athletic competition can create.
Military sports can encourage camaraderie, cooperation, and respect among people who serve their countries.
But honoring military service should not mean suspending financial accountability.
If North Carolina is putting $25 million toward these games, the public should know exactly where that money goes.
The state should also explain what happened with earlier grants that auditors questioned and what safeguards have changed.
I don’t believe a project becomes financially sound merely because government officials announce a large economic impact number.
Show the contracts. Show the spending. Show the actual results.
A government that demands accountability from ordinary taxpayers should apply the same standard to organizations receiving public money.

What To Watch
The next important development is the organizers’ expected funding presentation to Charlotte officials in November.
Watch whether the city approves any direct spending or in-kind commitments, whether the organizing committee secures the required security designation, and whether state officials publish sufficient documentation to confirm compliance with the funding conditions.
The first full public accounting of expenditures will provide an opportunity to compare promises with actual spending.

The Games Are Coming. The Accounting Must Come First.
North Carolina has an opportunity to host a major international military sporting event.
Its value should be assessed through reliable financial information, enforceable safeguards, and transparent public decisions.
Supporting the troops and protecting public money are compatible responsibilities.
Taxpayers deserve evidence that the state can accomplish both.
