Political science professor Michael Bitzer of Catawba College notes this stems from a distrust of centralized power dating back to the 1700s. Today, Gov. Josh Stein is arguably the weakest governor in the nation, a point Western Carolina University’s Chris Cooper drives home with a quip: if the GOP strips any more authority, Stein will be left “naked.” Unlike other states, our governor has no line-item veto, no say in redistricting, and no control over constitutional amendments or local bills affecting fewer than 15 counties.
