During the UN General Assembly in New York, Colombian President Gustavo Petro joined a pro-Palestinian protest outside UN grounds. In his speech, he directly addressed American soldiers, urging them to “disobey Trump’s orders” and refuse to point rifles “against humanity.”
Within hours, the U.S. State Department announced Petro’s visa had been revoked, citing his “reckless and incendiary actions.” Petro dismissed the move, claiming international immunity through the UN and boasting that his European passport gives him another route to enter America.
This is not the first clash between Petro and Trump’s administration. Earlier disputes erupted over anti-narcotics cooperation, trade, and deportation flights, making this the sharpest confrontation yet.
The Legal Landscape
1. UN Immunity is Limited
Petro is correct that the U.S. must allow heads of state access to the UN under the 1947 Headquarters Agreement. But that protection extends only to official UN duties, not to outside rallies or protests. By leaving UN grounds to rally at Dag Hammarskjold Plaza, Petro placed himself outside the legal shield.
2. Visa Revocation Authority
U.S. law grants the State Department broad discretion to revoke visas. Inciting American soldiers to ignore orders comes dangerously close to encouraging mutiny, a crime under U.S. military law. Petro’s words cross a clear red line.
3. No Free Pass Through Dual Citizenship
Petro’s claim that his European passport allows him entry is hollow. Under the Immigration and Nationality Act, the U.S. can still bar him from entry under the Visa Waiver Program if deemed a national security risk.
Was a Law Broken?
Petro is beyond the reach of U.S. criminal prosecution as a foreign head of state. Still, his words represent foreign interference in the chain of command of the U.S. military. This act would be treated as sedition if spoken by an American citizen. While Petro may not face arrest, the U.S. is right to treat his statements as a hostile act.
The Correct Reaction
Revoking the visa was appropriate and lawful.
The administration should now consider designating Petro persona non grata, limiting his ability to re-enter outside of restricted UN duties.
Diplomatic pressure should extend to Europe, urging allies to restrict Petro’s travel access to prevent him from exploiting dual nationality loopholes.
What Trump Should Do Next
1. Reassert Authority: Publicly remind U.S. service members their loyalty is to the Constitution and lawful civilian command, not to foreign agitators.
2. Frame Petro’s Remarks: Cast the speech as a textbook case of foreign interference, a socialist president trying to turn U.S. troops into pawns.
3. Harden Entry Controls: Ban Petro’s entry under all passports, citing national security grounds.
4. Apply Pressure on Colombia: Use trade leverage, anti-narcotics cooperation, and tariff threats to force Bogotá’s compliance.
5. Control the Narrative: Position himself as the defender of American sovereignty against foreign meddling.
This is not just a diplomatic spat, it’s a test of American sovereignty. A foreign president called on U.S. soldiers to mutiny. That is unacceptable on American soil, under any flag, under any circumstance. Trump drew a red line by revoking Petro’s visa, but the bigger fight is about protecting America’s military, its Constitution, and its command structure from foreign manipulation.
The question now is simple: Will Trump lock this down, or will America allow Petro and others to believe our sovereignty is negotiable?

Let’s be clear: when an American citizen stands on U.S. soil and tells soldiers to defy the Commander-in-Chief, that brushes against the line of treason and mutiny. The Uniform Code of Military Justice (UCMJ) makes it a crime for service members to disobey lawful orders or to conspire to do so. If one of us urged soldiers to mutiny, prosecutors would have a case to make.
But Gustavo Petro isn’t a U.S. citizen, he’s a foreign president. That changes everything, and it forces us to ask a dangerous question:
Does free speech extend as a courtesy to foreigners, or is it a sacred right reserved for American citizens?
The Constitution guarantees rights to “the people,” which courts have long held applies broadly to individuals in the United States. But there is a difference between rights that belong to the governed and privileges extended to guests.
An American’s speech is shielded because the citizen is bound to the Constitution itself. A foreign head of state is not. Petro’s words aren’t protected expression; they are interference in the U.S. chain of command, a direct strike at America’s sovereignty.
That’s why revoking Petro’s visa was not just lawful, it was essential. The U.S. cannot allow a precedent where foreign leaders waltz into New York, cloak themselves in “free speech,” and then incite mutiny in our armed forces. That is not speech, that’s sabotage.
Americans must remember: free speech is a right and an obligation for citizens. It is how we govern ourselves, debate policy, and hold leaders accountable. But for foreigners, speech here is not a right, it is a courtesy granted only so long as it does not endanger the Republic. The moment it crosses into seditious interference, that courtesy can and must be withdrawn.
Petro’s defiance proves the point. He mocked U.S. sovereignty by claiming dual nationality and bragging that he didn’t care about a visa ban. That arrogance is exactly why Trump must set the example: America’s rights belong to Americans, and our military answers to the Constitution, not to the speeches of foreign radicals.
When free speech becomes a weapon in the hands of outsiders, it is no longer liberty, it’s infiltration. Trump drew the line by pulling Petro’s visa. The only question is whether America will keep that line red, bright, and unbreakable.
