Washington and Carolina Strike a Deal

The Trump administration has reached a major civil rights settlement with the University of North Carolina at Chapel Hill, ending 18 federal investigations involving allegations of antisemitism and racial discrimination.

The agreement protects UNC’s eligibility for federal funding while requiring changes to admissions, discrimination enforcement, campus policies, and oversight.

There is no financial penalty, and UNC has not admitted wrongdoing.

The deal raises an important question for North Carolina taxpayers, students, and families: How do we ensure equal treatment at public universities while protecting free speech and preventing excessive federal control? Justice.gov

Eighteen Investigations. One Sweeping Agreement.

The U.S. Department of Justice and Department of Education reached a voluntary settlement with UNC under Title VI of the Civil Rights Act of 1964.

The agreement closes 18 Education Department investigations and a separate Justice Department compliance review.

UNC must maintain race-neutral admissions and scholarship policies, prohibit unlawful racial preferences, and ensure that student benefits and programs comply with federal nondiscrimination requirements.

The university must also strengthen protections for Jewish and Israeli students, provide mandatory antisemitism training, investigate qualifying discrimination complaints, and establish designated civil rights oversight.

Campus rules will restrict face coverings intended to conceal identities, with exceptions for legitimate religious, medical, and other specified circumstances.

UNC must report discrimination complaints to federal authorities quarterly. The agreement remains effective through December 31, 2028.

Importantly, the settlement explicitly protects academic freedom and states that the federal government will not dictate university speech or curriculum.

UNC Chancellor Lee Roberts welcomed the resolution, emphasizing equal treatment and the university’s ability to continue its educational and research mission.

The administration considers the agreement a victory for civil rights enforcement. Critics of the administration’s broader university investigations have raised concerns about political pressure, academic independence, and restrictions on campus expression.

The settlement itself does not establish that every underlying allegation was proven. UNC expressly denies liability.

The next test will be how the university implements these requirements without restricting constitutionally protected expression. Justice.gov

Equal Rights, Not Government-Controlled Education

The Go Right with Peter Boykin Perspective

I support President Donald Trump, and I believe his administration deserves credit for demanding that universities receiving federal taxpayer dollars comply with civil rights laws.

Students should be admitted based on qualifications and individual merit, not racial preferences.

Jewish students deserve protection from unlawful discrimination and harassment, just as every other student does.

But as a Constitutionalist for Liberty, I also believe government authority needs clear boundaries.

Protecting students from discrimination cannot become an excuse to silence lawful political disagreement.

Criticizing Israel’s government is not automatically antisemitism. Likewise, political activism does not excuse threats, harassment, or discriminatory treatment.

The difference matters.

I support ending unlawful racial discrimination in admissions, scholarships, and university programs.

I also support the First Amendment rights of students and professors, including those expressing opinions I strongly disagree with.

Universities should educate students to think independently, not pressure them into ideological conformity.

And Washington should enforce civil rights laws without turning universities into political instruments of whichever administration happens to hold power.

North Carolina taxpayers deserve accountability from their public universities.

Students deserve equal opportunity.

Faculty deserve academic freedom.

And every American deserves protection under the same constitutional principles.

Merit should determine opportunity. Conduct should determine discipline. Political beliefs should not determine constitutional rights.

That is the standard I want applied consistently, whether Republicans or Democrats control Washington.

Accountability Without a Blank Check

The UNC settlement represents a significant development in federal oversight of higher education.

It resolves multiple investigations without a financial penalty or admission of wrongdoing while establishing enforceable requirements for admissions, campus safety, and discrimination complaints.

What remains to be seen is how UNC implements those requirements and whether federal oversight respects the academic freedom protections written into the agreement.

End unlawful discrimination. Protect Jewish students. Defend free speech. Reward merit. Respect constitutional limits.

Because equal rights should never depend on race, religion, political ideology, or who controls the federal government.

We don’t just go right. We go constitutionally right.

That’s how we #GoRight.

The Trump administration has reached a sweeping civil rights settlement with UNC-Chapel Hill, closing 18 federal investigations involving alleged antisemitism and racial discrimination. The university faces new admissions, campus safety, and oversight requirements without paying a financial penalty or admitting wrongdoing. Peter Boykin examines why merit-based education, equal rights, free speech, and constitutional limits must coexist.
