The regime has threatened American troops, destabilized its neighbors and used negotiations before as a way to reduce pressure without abandoning its ambitions.

President Trump is right to maintain leverage.

But leverage works only when the other side understands exactly what it must do and what happens when it complies.

The administration should publicly establish measurable terms. Iran must stop attacks against American forces. It must permit verification of its nuclear commitments. The Strait of Hormuz must remain open. Any sanctions relief should occur only after compliance is confirmed.

Congress should also perform its constitutional duty.

The president has authority to respond when American personnel face an immediate attack. A sustained military campaign involving repeated strikes, regional commitments and the risk of a wider war require debate, oversight and a defined mission.

The same discipline applies to election legislation.

Citizenship should be verified. Voters should show identification. States should maintain accurate rolls. Government should also ensure that eligible citizens can obtain the required documents without unreasonable cost or delay.

Republicans should force an honest vote rather than pretend the obstacles do not exist. If the bill lacks support, put every senator on record and show the country where the resistance stands.

Strength is necessary.

So are limits, procedures and measurable goals.

A constitutional republic cannot survive on threats and slogans alone. It needs policies that can be enforced, defended and completed.
