Betting Markets Are Not Ballots

Political prediction markets have become one of the newest tools used to create headlines, shape campaign narratives, and declare elections nearly finished months before voters arrive at the polls.
At the time this article was written, Kalshi traders were assigning Democrats approximately an 82 percent chance of controlling the House after the 2026 midterms. The same platform placed Republican control of the Senate at approximately 56 percent. (Kalshi)
Those numbers may be informative.
They are not votes.
What the Percentages Actually Mean
Prediction-market users buy and sell event contracts tied to future outcomes. The Commodity Futures Trading Commission describes these contracts as financial instruments that may be used for speculation or to manage risk. (Commodity Futures Trading Commission)
A contract trading near 82 cents is commonly interpreted as roughly an 82 percent market probability.
That does not mean 82 percent of Americans support Democrats.
It does not mean 82 percent of political experts agree.
It does not mean the election has already been decided.
The price reflects the trading decisions of the people participating in that specific market, weighted by the money they are willing and permitted to place behind those decisions.
A relatively small number of active traders can therefore have more influence over the displayed probability than millions of voters who never use the platform.
Markets Can Move Quickly
Prediction markets can respond faster than traditional polling.
A candidate withdrawal, court decision, economic report, debate performance, scandal, fundraising announcement, or redistricting ruling can immediately alter the price of a contract.
That speed gives the markets value.
It also makes them vulnerable to emotional reactions, shallow trading, low liquidity, wealthy participants, and the same media narratives influencing everyone else.

Prediction markets forecast uncertainty. They do not eliminate it.
Odds Do Not Prove Motive
Critics may use unfavorable market numbers to argue that Republicans are raising election-integrity concerns only because they expect to lose the House.
Supporters may use a Republican advantage in the Senate market to claim the party’s message is succeeding.
Neither conclusion follows automatically from the price.
Market odds cannot tell us what Donald Trump privately believes. They cannot establish whether a particular election concern is credible. They cannot prove fraud, disprove fraud, or determine whether a voting law is constitutional.
Those questions require evidence, legal analysis, audits, records, witnesses, and courts.
A market price is not evidence of someone’s motive.
Elections Are Decided by Voters, Not Odds

Prediction markets can be useful. They collect information, react quickly, and force participants to risk something more than their reputation.
But they are still markets.
They can be wrong. They can overreact. They can be influenced by wealthy traders, limited participation, media narratives, and incomplete information.
Republicans should not dismiss an 82 percent House probability simply because they dislike it. That number should encourage stronger candidates, better organization, local campaigning, voter registration, fundraising, and a message that reaches beyond the existing base.
Democrats should not treat the same number as a mandate from voters who have not yet voted.
Campaigns are not won on a trading screen.
Elections are decided by eligible citizens casting lawful ballots, followed by transparent counting, audits where appropriate, and certification under the law.
The market can make a prediction.
Only the voters can make the decision.

Kalshi traders currently favor Democrats to capture the House and Republicans to retain the Senate, but prediction-market prices are forecasts from traders, not ballots from American voters.
